Mission de consultants OMS pour former le Comité Technique et divers acteurs tchadiens

Sep 2013 – Du 26 Août au 6 Septembre 2013, deux consultants OMS expérimentés dans l’appui aux processus d’extension de la couverture universelle en santé se sont rendus au Tchad pour former les membres du Comité Technique et diverses catégories d’acteurs impliqués. Ils ont également travaillé sur le processus d’élaboration de la stratégie nationale dans ce domaine, qui devrait être adoptée d’ici la fin de l’année 2014.

Health financing policy adviser deployed in Chad

Nov 2012 – As part of the Swiss Cooperation financial contribution to the P4H joint support plan, an international adviser on health financing policy is deployed in Chad. The adviser has been contracted by GIZ on behalf of the Swiss Cooperation and will work in close coordination with the P4H partners already active in the country. The adviser’s first task will be to help the health financing technical committee to draft a comprehensive health financing situation analysis.

Sep 2012 – Work starts on first national health accounts

Work starts on first national health accounts

Sep 2012 – In line with the P4H joint support plan, WHO starts providing technical support (scheduled to run from 1st September 2012 to 30 April 2013) to the Ministry of Health to establish the first national health accounts (NHA) in Chad. The NHA will allow for a better understanding of the health financing situation in the country and will contribute to the development of a national health financing strategy for universal coverage.

Chad delegation attends the Prince Mahidol Award Conference (PMAC)

Jan 2012Delegates from the Chad Ministries of Health, Social Affairs, Finance, Planning and Civil Service attend the 2012 Prince Mahidol Award Conference (PMAC) in Bangkok, Thailand. The conference is devoted to Universal Health Coverage (UHC), and attendance is one of the capacity-building activities included in the P4H network joint support plan. Delegates take the opportunity to exchange ideas with other francophone delegations regarding their main challenges and support requirements during the PMAC side event organized by the P4H network.

Jun 2011 – Joint P4H scoping mission

Joint P4H scoping mission

Jun 2011A joint P4H scoping mission comprising WHO, World Bank, France, Switzerland, European Union and the P4H Coordination Desk runs from 20 to 24 June 2011. After two days of meetings with different Ministry of Health officials and development partners, the scoping mission team present a basic review of the existing health financing mechanisms and a few ideas about the content of the roadmap to the Government. The health financing analysis and the structure of the roadmap is validated.

The team’s main recommendations include: documenting the performance of the country’s existing health financing mechanisms (hospital emergencies exemption scheme, performance-based financing, community-based health insurance, etc.); improving coordination between these different mechanisms; building national capacity in health financing matters as a priority activity; drafting a national universal health coverage strategy linked to other related national strategies (social protection, national health plan, sustainable development and growth) and setting up a two-tier steering structure to oversee the proposed process.

Engaging with P4H

Apr 2011 – The French development Agency (AFD) informs the other P4H partners about its plan to carry out a health financing survey focusing on the results of the presidential initiative to provide hospital emergency services for free in Chad. AFD shares the terms of reference of the survey within the P4H network for feedback and invites WHO to carry it out. Simultaneously, a request for P4H support is sent to WHO by the MoH of Chad.

Regulations published detailing hospital emergencies free care scheme

Jun 2010 – Following a 2007 presidential commitment, the Ministry of Health of Chad publishes Administrative Orders No 239/PR/PM/MSP/SE/SG/2010 and 252/PR/PM/MSP/SE/SG/DRH/DGP/2010 providing organizational and operational guidelines for the national hospital emergencies free care scheme.
